I read somewhere that the American-based organization doesn't like to induct bands that are "too British", i.e. performers who have had a lot of popularity in the U.K., but not so much elsewhere.
Of course, this doesn't explain their notorious snub of Jethro Tull, who have been a worldwide phenomenon for 50 years and counting.

I don't believe there is a Brit equivalent. I'm not a great fan of Lists nor Awards as I never agree with the choices nor the results.

Most of the British bands see their craft as an artform, not a platform in which to place their soapbox and pontificate to the masses about how we should live / vote / see the world. The hall of shame uses the likes of Sting, Bruce, Bono, etc. to shove their ideals down everybody's throats. So, groups like Jethro Tull, Kiss, and a ton of hard rock / metal bands (whom they also seem to dislike) who have had a very difficult time over the years being noticed are not seen as "influential" because they are not influencing people to do as the holier than thou say to do. Simple as that.
